GRP will launch a Call for Proposals for resilience solutions in informal contexts during the upcoming World Urban Forum (2-10 November 2024, Cairo). However, there is very little evidence and information available regarding the opportunities and challenges for the private sector and the not-for-profit sector to drive the design and implementation of urban resilience solutions, especially in informal contexts.

As part of scoping activities in the lead up to launching the Resilience Innovation in Informality through Scaling Entrepreneurship (RISE) Challenge, GRP is looking for a consultant to develop a professionally designed scoping note and associated case studies and visuals.

Consultant Responsibilities

The consultant will be responsible for the following:

    • Develop a literature review of recent reports and relevant peer-reviewed literature focusing on the role of for-profit solutions (provided by entrepreneurs, start-ups, SMEs) and not-for-profit solutions (provided by community-based organizations, NGOs, INGOs, UN agencies, academia) in building urban resilience and adaptation in the Global South, with a highlight section specifically on informal contexts.
    • Design and analyze the responses to an open survey (GRP will provide access to SurveyMonkey) and 7-10 semi-structured interviews (30-45 mins) with key experts (GRP can support their identification and provide introductions).
    • Identify 3 to 5 solutions that demonstrate the potential opportunity for non-municipality stakeholders to design and deliver urban resilience solutions in the Global South (ideally in informal contexts) to be featured in a case study/pull-out box in the report.
    • Author a report of approximately 15-20 pages, including the identification of key gaps and opportunities for accelerating private sector and not-for-profit sector action on urban adaptation and resilience on the road to COP29 and COP30, with a specific focus on urban informality and Global South cities.
    • The report should include an action-oriented recommendation section aimed at key stakeholders (such as municipalities, philanthropy, investors, insurers, policymakers, city networks).
    • Consolidate and integrate feedback from GRP.
    • Deliver a professionally designed report including associated visuals (minimum 3 diagrams or infographics; GRP will provide branding guidelines).
    • Deliver a summary slide deck including methodology overview, key findings, visuals, and identified gaps and opportunities (GRP will provide branding guidelines/slide deck template).
